![]() You cannot reassign Envoys once you assign an Envoy to a City-State, it stays there as long as both you and the City-State are in the game. Norway's early ability to enter ocean can help it find City-States faster. Also, the earlier you find a City-State, the more quests you may be able to fulfill. Quests can potentially provide significant numbers of Envoys, especially if you don't rush through or skip eras. When you enter a new era, you will get a new quest from any City-State you've met that doesn't currently have a quest for you. An example of an obsolete quest would be getting a Eureka for a tech that you researched without getting the Eureka first. That quest will remain until you fulfill it or you go to war with the City-State or the quest becomes obsolete. Upon meeting a City-State, it will provide you with a quest.
